Elements of Competency Performance Criteria              
Element: Define components of cultural heritage significance
  • Define and record geographic and operational boundaries for conservation policy
  • Review and collate results of studies of cultural significance for places and areas within the boundaries to develop park, reserve or region significance
  • Develop limits of acceptable change in the form of deterioration and damage to the places of cultural significance according to legislative and organisational requirements
       
Element: Review past strategies, plans and activities
  • Compare and document previous strategies and plans with collated assessment of significance to determine compatibility
  • Review current activities in the area to assess their compatibility with the collated assessment of significance

Element: Review current and potential resource uses
  • Assess and document impact of current uses of the cultural resources against the set limits of acceptable change to determine success of conservation approach

  • Identify and record threats to cultural significance and the environment both external and internal to the area under consideration
  • Conduct and document a risk assessment of all threats to determine potential impact on strategies
  • Document policy changes required to address the threats
       
Element: Develop strategies for management of cultural resource
  • Develop draft policy to address the cultural significance that meets any shortfalls in previous strategies, allows for compatible resource uses and addresses risks associated with any threats to the cultural values of the area
  • Review policy to ensure compliance with Burra Charter guidelines
  • Conduct consultations with stakeholders on draft policy in accordance with legislative, organisational and good practice requirements
  • Ensure consultations comply with cultural protocols and organisational approaches to stakeholders
  • Finalise management strategies to reflect stakeholder views as required in legislation, government policies, organisational strategies and procedures, and environmental sustainability requirements
  • Submit strategies for approval to legislative and organisational requirements

Assessment Tasks
